I am 42 years old and had my tubes cut, tied, and burned 14 years ago. What are my best options for having another baby?

Your best option would be to utilize an egg donor.

The cut off age for tubal reversal is 35. Consult with a reproductive endocrinologists to discuss your treatment options.

You could have a tubal reversal surgery and your chances of pregnancy at the age of 42 is about 20% to 30% provided your tubes are healthy, there is enough length for the reversal procedure, and you have a good ovarian reserve, among other things.
